MINUTES OF GMCA ADVISORY BOARD MEETING

MAY 18, 2006


The meeting was called to order at 11:00 a.m. by President Bob Rozema.

Board Members present: Rozema, Ieraci, Berkowitz, Glickfield, Guttman, Alfano, Baker, Comis, Creal, Ellis, Freismuth, Gilligan, Hamaker, Leeds, McBride, Nicholson-Brown, Shumard, Songer and Vanek.

Approval of Minutes - The minutes of April 20, 2006 were approved.

Old & New Business - President Rozema introduced and welcomed Broward County Commissioner Jim Scott and his Administrative Aide Lisa Castillo.

Commissioner Scott shared the following:

  • Scott reminisced about the time he was the attorney for the Ocean Club Condominium
  • He thanked everyone for the many years of support. He is accessible to constituents and maintains a District Office at the Oakland Park City Hall (3650 N.E. 12th Avenue, Oakland Park, Florida 33334).
  • Scott served in the Florida State Senate for 24 years (1976 � 2000)
  • Scott�s relationship with the Governor and the Republican Legislature was instrumental in preserving Broward�s jurisdictional authority over county land use in an ongoing conflict with the County�s municipalities
  • On County Commission: tried to reduce spending and the millage rate, established a truth in millage statement, established budget committees and subcommittees, serves as Vice Chair of the South Florida Regional Transportation Authority (SFRTA) and as Chair of the Airport/Seaport Select Committee he worked with the sheriff (BSO) to improve security
  • Scott helped Legislative leaders craft changes to state law during the 2006 State Legislative Session that provide additional latitude to Ports, including the ability to utilize a new category of security officer, to assist in controlling costs, as well as streamlining the process to modify a Port�s Security Plan.
  • Commissioner Scott helped address airport overcrowding and participated in the implementation of a new state-of-the-art security infrastructure at Port Everglades.
  • The Galt Ocean Mile Reading Center at 3403 Galt Ocean Drive will be the recipient of a $431,000 � 2000 square foot expansion in the near future
  • Responding to charges that the Property Appraiser�s Office uncovered $36 million in uncollected tangible personal property tax due from certain businesses, he stated that some of the indebtedness is very old and uncollectible. However, the County is discussing system improvements and additional information will be forthcoming.
  • He serves as the Broward County representative on the Metropolitan Planning Organization (MPO) with Christine Teel
  • In response to Pio�s question regarding the time line for the beach renourishment project, Jim confirmed that the 18 month monitoring period is still in place (Pio stated that the Fort Lauderdale beach had never been renourished.)
  • When asked why A1A along the Galt Mile has been uniquely neglected, he promised to investigate

Opus South � Marilyn Leeds - Marilyn Leeds reported that Opus is �dead in the water�.

Il Lugano � Ralph Hamaker - The project is moving along; the contractors are working on weekends.

Galt Mile Newsletter - The members thanked Eric for the outstanding job he is doing.

Galt Mile Web Site � Eric Berkowitz - April Hits: 866,541 hits; 13,431 unique site visits (first timers)

New articles include:

  1. Commissioner Christine Teel on Galt Mile - A summary of the April 20th address to the Advisory Board reviewed progress in replacing landscaping, street lighting and road signs lost to Hurricane Wilma
  2. Bogdanoff - Weeks 5 & 6 in Tallahassee - Representative Ellyn Bogdanoff�s correspondence covering her 5th and 6th weeks in Tallahassee described the progress of personal and community legislative issues.
  3. �Show Me the Money!� - Describes the attempt by the Fire Sprinkler advocates to pressure the Governor into vetoing House Bill 391, which would bring much needed relief to Associations digging out from storm damage by extending the sprinkler installation deadline until 2025.
  4. Strange Bedfellows - Explains the financial underpinnings of the sprinkler coalition and reveals conflicted interests held by some participating officials

Correspondence - Reviewed � On the advice of Christine Teel, Bob is sending a letter to George Gretsas on behalf of Maria Torres (the hardworking Fort Lauderdale Parks employee with a long history of maintaining the Galt Mile landscaping).

Dues - Nine (9) buildings have paid their annual dues to date.

Treasurer�s Report - Leah Glickfield reported $15,528.09 in our Treasury.

Other Business

  • Property Appraiser Media Director Bob Wolf made available property tax exemption brochures
  • Lisa Castillo distributed Broward County 2006 Hurricane Preparedness Guides and flyers for a Hurricane Preparedness Expo on May 20th
  • Bob Rozema: Following the article �Show Me the Money!� on the Galt Mile web site, there are email links to the Governor and Secretary Simone Marstiller of the Department of Business and Professional Regulation to facilitate requests that HB 391 be signed into law and not vetoed.
  • Pio: Statehouse Representative Ellyn Bogdanoff is asking people to fill out petition card � Eric can email this form on request � needs to be done by June 1st
  • Discussed trees planted along Galt Ocean Drive: the City failed to accurately count the number of trees required to replace those removed along Galt Ocean Drive; upon running short of Simpson Stoppers, they�ve substituted Silver Buttonwoods.
  • Ralph will bring up a City ordinance governing eyesores regarding the building located at corner of 33rd Street and A1A

Next Board Meeting - THE NEXT REGULAR BOARD MEETING WILL BE HELD ON THURSDAY, JUNE 15, 2006.
