MINUTES OF GMCA ADVISORY BOARD MEETING
  September 17, 2015
The meeting was called to order at 11:15 a.m. by President Pio Ieraci at Nick�s Italian Restaurant.
Board Members present: : Ieraci, Berkowitz, Hamaker, Nesbitt, McBride, Abruzzino, Adams, Bendis, Bibace, Cella, Claire, Cuneo, Friedman, Hale-Florez, Hardy, Hashek, Katkin, Katz, Larson, Mancke, Matsas, Pescolido, Pohan, Solewin, Soucy, Tripoli and Vega

Approval of Minutes - Minutes of the June 18, 2015 Advisory Board Meeting were approved.
Old and New Business/Guests
Pio introduced Robbie Uptegrove, Commissioner Roberts� Assistant, who updated the following issues:
City ordinance regulating short term rentals to deter disturbances by inconsiderate tenants
Land transfer for Fire Station 54
Number to call for reporting code violations: 954-828-5207 Monday - Friday 7:30 a.m. to 4:30 p.m. (Call Center)
Pio introduced Executive Director Gayle Butler, Friends of Birch State Park, who spoke about activities at Birch State Park and passed out several pieces of information/brochures to take back to our buildings.
Pio introduced Andy Mitchell, representing Operation Lift Hope, who shared various statistics regarding the homeless issue in Fort Lauderdale and the programs Operation Lift Hope is planning. They will primarily be dealing with homeless veterans and families. Andy also gave an update on Auberge: shovel should be in the ground next month with completion expected in the Fall of 2017. Mitchell invited Advisory Board members to attend the September 25 Gala at the Broward Convention Center on behalf of Operation Lift Hope.
Pio introduced Fort Lauderdale Police Officer George Brandner, who shared the following:
Crime statistic in July: only one vehicular break-in
FLPD foot patrols continue to gain support
Discussed phone complaints from Galt Mile Library about intimidation by loiterers near the entrance
Introduced Detective Carmelo Colon, Fort Lauderdale Police Department Crime Prevention Unit, who is available for free consultations regarding personal safety, gun safety, identity theft
Buses
Pio described a threat from BCT bus layovers along Galt Ocean Drive. During the Galt Mile A1A Greenway construction buses from Routes 72, 36, 55 and 11 that ordinarily layover on A1A were transferred to Galt Ocean Drive. Aligned two or three deep while double parked on both sides of the narrow two-lane street, buses are disrupting association operations, damaging both public infrastructure and private property and threatening the lives of local drivers and elderly pedestrians. At Chip LaMarca�s request, BCT Director Tim Garling is working to relocate these dangerous bus layover sites.
Dumpsters in Loading Zones
Dumpsters should not be permanently docked in the street cutouts adjacent to associations. They are loading zones - areas where moving vans, garbage trucks and delivery vehicles can park, pick up or unload, and leave. Pio will forward additional information about this issue. Code enforcement will issue violations against scofflaws.

August 24, 2015 - Galt Mile A1A: Speedway to Greenway - What a mess. The long-rumored transmogrification of A1A along the Galt Mile is upon us. Since 2006, City and State (FDOT) bureaucrats have been pledging to transform the Galt Mile�s blighted A1A �speedway� into an opulent beach boulevard that safely embraces vehicles, pedestrians and bicycles while appealing to visitors and local residents. When neighborhood residents voted to approve their preferred design option in 2009, recessionary pressures compelled planners to split the venture into two less financially intimidating projects. An initial component that was completed in February, 2013, reduced the number of traffic lanes from 6 to 4, and modernized roadway infrastructure in preparation for a second project meant to �fine tune� traffic control and enhance the route�s appearance. Its successful completion will also deliver on a 6-year old promise to elevate the County's most decrepit stretch of A1A into a thoroughfare worthy of its 2009 designation as a �Florida Scenic Highway.� It�s about time!

September 15, 2015 - Roberts: Galt A1A; Fire Award; Sharrows - In his September 2015 Newsletter, City Commissioner Bruce Roberts updates his Galt Mile constituents about the improvements currently underway along their section of State Road A1A, applauds Fort Lauderdale Fire-Rescue for its recognition as a �Class 1� agency by the Insurance Services Organization (and for completing accreditation through the Commission of Fire Accreditation International), explains how the City�s upgraded credit rating will lower the tax bite for debt repayment, reviews a controversial Vacation Rental Ordinance crafted to quell concerns about abusive tenants without financially crippling responsible and compliant landlords, announces the inaugural implementation of �sharrows�, an infrastructure design feature that may help abate runaway cyclist and pedestrian fatality rates, invites constituents to fill vacancies on City Boards or Committees and welcomes their attendance at his twice-monthly pre-agenda meetings. Other Business
Revised Impact Window Code: Pio explained how newly approved codes governing energy efficient windows might have required an expensive retrofit for thousands of association homeowners. Fortunately, Broward and Miami-Dade Counties have adopted enforcement language that will exempt compliance by our members.
The Galt Mile A1A Greenway project is proceeding on schedule.
Associations that receive a Broward County notice dated 8/7/15 mandating official approval for an easement related to the Segment II Shore Protection Project should immediately contact Pio: Do not sign!
Meeting being held to revise code enforcement lighting issues due to threats regarding turtle lighting.
Treasurer�s Report - Fred Nesbitt
The Treasurer reported a balance of $20,557.92
27 out of the 29 Association members have paid their annual dues.
Adjournment - The next regular Advisory Board Meeting will be held on Thursday, October 15, 2015 at Nick�s Italian Restaurant.
